Didn't Hull FC have the 1st option to take Lewis but chose an alternative young lad?

Not long after the split Rovers were denied an Elite Academy Licence due to poor performance but then later given a provisional one with a review planned (2023?). If Lewis was taken from the Joint City of Hull period it doesn't look like Rovers have improved much during the subsequent provisional period?
