It's not just about neutral supporters but about the organisations that also support the event, including the stadium companies themselves. Do you think it's reasonable and practical for stadium companies to not know until a month beforehand whether they're holding an event or not? What about them getting stock in for the event? What about their suppliers? Some of them may not be able to just rattle off an extra 50,000 hot dogs because of their own productions schedules. What about planning rotas etc? Don't the people who work plan their own holidays around such events? What about the media? You may say stuff them but seriously they have to do immense planning themselves as well, including booking things like hotel rooms. Consider those logistical implications and then multiply them for every single business that supports the event e.g. security, local bars, hotels, policing, airports etc.
Events like the Champions League Final don't just exist in isolation they require a tonne of support. The fans may be the most important aspect of the game, however they're not so important that they should take complete precedence over the entire event. In an ideal world it should be that way but when you're reliant upon the support of other businesses to ensure the success of the event things like compromise and forward planning are essential.
You're effectively saying that a city should be put on reserve just in case and I don't think there'd be any cities which would place that much pressure on its business community to turn business away "just in case" the Champions League Final ends up there. If you say they can take that business then what happens when the final does go to city X and there's no hotel rooms left because the Italian comic convention is in town and has taken up the rooms already? That would then make it even harder for supporters of the teams concerned to get accommodation/travel.
