IMO that is the biggest pile of cack on this site in weeks. And seeing that Enfield Exile's been taking a dump on the site during that time it's really saying something.
Ideally Man City, and every club, would sort the deals out early so that all the players can be settled and proper preparations made for the start of the season. But the transfer system simply doesn't work like that. Most deals are finely balanced with many competing interests.
In response to you saying the deal needs to be done this week I'd just ask if you'd prefer to miss out on a player you wanted to sign because you tried to rush the deal through? Fair enough if that you do want to get deals done quickly, but really you should be joining EE on the short bus to school if you'd lose out on a player by wanting him to sign too quickly.
It's ridiculous to think that the possible move for JT has brought your recruitment to a halt. If that is the case then TBH Man City are utterly ****ed in the long term because your management are not fit for the job. Every club in the world seem to be able to be involved in multiple transfer negotiations at the same time, why can't citeh?
To highlight your lack of thinking I'll ask you this: Citeh are the favourites to sign Tevez, strongly linked with Eto'o and have the fantasy transfer of JT being strongly rumoured right now. You have the choice, sign all three of the players in the week before the first game of the season (if that's allowed - don't know/care when the transfer window is this year) or miss out on all three this week.
I know which one of those you'd choose, and it's not for quick conclusions.
