No, the FM forums are full of cheats. Everyone has ridiculous threads and make truly impossible signings.
I posted a thread about my lack of ability to sign pretty much anyone unless they were transfer listed. I got loads of messages back saying it was really easy.

Now, even with £0 up front and those figures over 48 months, they are way off. I bid £25m up front for Cardoza for example and it gets rejected and he signs for Chelsea or Barcelona every time. I bid £15m for Di Maria and again, no.
I hope in FM11 they remove the AI's liking of silly deals like £0 up front and £xm over 5 years. It's football not sofa retailing. There will always be the ability to 'add new manager' then transact between the two. For example adding a manager as Chelsea and signing Phil Neville for £45m and so on, but I find that one I did that it totally devalued the game and I lost interest in it.
Having said that, I understand why people do it. As Everton for example there is no quick way to succeed. To improve the squad you need to either play the extremely long game and sign future stars or sell your better players. I've found I'm able to add one or two better players per season.
