it is stopped once a team has got ready to pack down - its done as theyre ready and to stop the opposition running down the clock by slowing the play - it happens at any time in the game not just near the end of course near the end teams do rush to get set up if theyre chasing the game.
Only explanation for the 80th minute i can guess is the timekeepers didnt see the ref stop the clock , the official is right though , the ball was dead so the game ended when the hooter went
