I would disagree with both of those statements in a way. Background doesn't really come into it, with the right owner, even a dog with a chequered past, can almost be turned round over night. Its very easy to pick up on warning signs on a first interaction with a dog.
I do believe you can put 100% faith in a dog if you are consistant with them. You'll find that every dog with problems, has a problem owner, either not willing to exercise or discipline them enough. Get the exercise right, and the discipline, and any dog can be trusted. However, i don't believe any dog should be left unattended with children, especially young children, who are unaware of their actions. You look at any attack on a child in the past, and i will guarantee that the dog had shown previous signs of aggression, and the child was unsupervised at the time. Sorry, a bit of a tangent that one, but one which i feel strongly about. What ever happens, i hope you enjoy your new arrivals, and most of all, give them what they need, and they will return the favour a hundred times over
