Think it came in this year (Been in Aus for longer)
Think it's just that if you have a 20 mtr restart, you can regain posession if you kick it and it bounces before going into touch. May be wrong though

last season i think it was introduced.
when a team gets a 20 restart thay have the option of tapping or can kick the ball bouching and then going into touch,getting head and feed at the scrum. sort of like a 40/20.
