Well, going by the club's press release (very good swipe at the reports that said the £15m was going direct to the Bulls, btw) as well as what was put forward at the fans forum, it does seem the club were expecting this outcome. A new stadium with Park Avenue is the only way I feel to make it viable with it then having all year use.
Myabe both clubs could sell a joint Bulls/Park Ave season ticket?
Plan B is to continue dreaming about plan A. A scheme that was never going to happen in a million years. The reality must be we have no plan B therefore like most things in this city, nothing will happen.

Well that's great. So Mr Greenwood doesn't know where council money actually going? On that basis he's clearly a member of Bradford Council.
