Newmarket will have to go to the secretary of state if the council approves the application as it goes against the Government Policies on Development in the Green Belt:
OL1: WITHIN THE GREEN BELT, DEVELOPMENT WILL NOT BE PERMITTED EXCEPT IN VERY SPECIAL CIRCUMSTANCES FOR PURPOSES OTHER THAN AGRICULTURE, FORESTRY, OUTDOOR PARTICIPATORY SPORTS AND RECREATION, CEMETERIES, OR OTHER USES APPROPRIATE TO A RURAL AREA.
OL2: DEVELOPMENT WITHIN THE GREEN BELT WILL NOT BE PERMITTED IF IT WOULD DETRACT FROM THE OPEN CHARACTER OR VISUAL AMENITIES OF A PARTICULAR GREEN BELT LOCATION BY REASONS OF ITS PHYSICAL SCALE OR INTENSITY OF USE, INCLUDING MATTERS OF SITING, DESIGN AND CHOICE OF MATERIALS.

"Castleford's biggest home crowd of the 1991-1992 season wasn't quite 12,000 while on average they'd sit around 6000 but the noise, the chanting and the singing just blows you away" - Tawera Nikau "Standing Tall"
"I can tell you the atmosphere was extraordinary at Wheldon Road on big days. The ground held around 15,000 people, every one of them close to the action on the field and the noise would be enough to send a rumble through the town" - Malcolm Reilly "Reilly - A Life in Rugby League"

Is RL not an outdoor participatory sport -given the stadium at newmarket would be available for local finals and there would be additional sports pitches involved.
This whole green belt situation is a joke, its a former pit site that is now used for illegal fly tipping. It is almost certainly going to be re-classified in 2013 anyway. The government won't want to spend money they haven't got on a public enquiry.
The way I see it GH is only ahead of NM because you have outline planning approved. If and I accept its a big if at the moment, planning is approved for NM, then in theory there is no problem to it proceeding. I doubt you would be able to fit all the community facilities planned for newmarket at GH because the footprint for there is not likely to be big enough

That would depend on who puts the weakest bid in for the next Franchise, its seems to me as a outsider if you like, that some Cas fans feel the RFL would like to get rid.
I just don't see it.
