Why would there be - the initial plateau was done months ago by Waystone - plus full planning application has not yet been received

Cas have not applied for full Planning permission.
The term is reserved matters application.

I wonder if that's because we don't have full planning permission yet. Therefore making building illegal! I know this is a bit "out there", but when we have full planning permission we will start to build!
