The Emancipation Proclamation was a shrewd political move which ensured no European powers were going to enter the war on the side of the Confederacy.

I wouldn't call it opportunism really. It was a calculated move after Antietam. Lincoln had always planned to issue the proclamation after a Union victory.

As for seeing it through, well he was assassinated with 3 years left of his term, as I am sure you know.
