excuse my ignorance but can someone tell me if someone like Olivier Elima at The Bulls or Leon Pryce at Catalans qualify as 'overseas players' or doesn't it count if a player is from an EEC member state ?

For me as a maximum we should be having no more than 3 overseas players per team. None of this he's got a European passport or was born in Tonga non sense. We need to get more of our young players into first grade so in the long run there is more competition for places at international level.
There are so many positions in the England squad with not a lot of quality cover, if you take prop for instance once Peacock and Morley go what young props have we got coming through to partner Graham?!!?

Lee Mossop, LMS, Sam Burgess to name but a few. The salary cap is what forces youth promotion, not a cap on imports IMHO.
