As you imply - it's difficult. Obviously CW must be out of the game for ever - not that anyone would touch him with a bargepole anyway. Short of making directors personally responsible for the club's debts, I don't see what can be done. There's only so much policing of borrowing that the governing bodies can do. The stocks ? That should be fun - as well as a bit of a deterrent.
Point I was making was that relegating Rangers does not, imho, create a winner. Everyone loses.
