have any of you ever played this before because i don't know how to get picked by a scout.

you don't get picked by the scout!
You get a league promotion every 2 years no matter how good you play, if you get a team promoted in your first year with them you get a message saying the club can no longer afford you and you drop back to the division you just came from.
