No, it's a major leap forward in gaming aimed at EVERYONE.
I would consider this game, like many others, to be more of a port to the wii rather than a new exclusive game or follow up.
The makers have gone on record and said the only reason there has been no new one for xbox or PS3 is because they consider the market too small for niche game like Rugby League. So releasing a brand new version on the wii only makes no sense... hence I highly doubt it will be a new version and more of a port
The reason is simple... There are more Wiis sold than any other home console. In July for example:
Wii - 252,200
Xbox 360 - 202,900
PlayStation 3 - 121,800
It makes PERFECT business sense to me. Just because you don't like them, or you have a 360 or PS3 doesn't mean you shouldn't do your research.
The Wii has hardcore and exclusive games that are simply NOT POSSIBLE (currently) for PS3 or 360.
We all know the Wii is basically an accelerated Gamecube, and doesn't pack the power of the 360 or PS3... but if great games are being released at prices that aren't so hard on the pocket (I believe some new PS3 titles are approaching Neo-Geo prices these days!), then it's going to do continue to do well, whether you like it or not.
As for whether RL3 is a new version or a port, according to the website there is significant changes to RL2... this would signify a new version.
Surely a more constructive (and intelligent) thing to do, rather than shouting as loud as you can about how much you hate the Wii, is talk about how much you love your other console and want to play this game on it, start a campaign for dual/treble release, even a petition.
