I don't think it's intentional, because the numbers don't show overall league positions. For example, my team is ranked 32= overall, but ranked 42= in the Wigan league (and is actually 2= by ranking). The numbers in the local league seem to correspond in the first instance to the row number in the overall league: the top-placed team in the Wigan league is ranked 29 in the Wigan league, and ranked 25= in the overall league, but is row 29 in the overall league. Similarly, "worthingtons RL" is row 42 (rank 32=) in the overall league, and ranked 42= in the Wigan league.
I think the underlying SQL *might* be counting rows from the wrong table when presenting the local league rankings.
