Beggers can't be choosers though. If the local interest isn't there, as AP said last night, then do we stick with what we have and, likely, continue the slide or do we take the opportunity for fresh funds wherever they are coming from or whatever the motive is?

I never saw that as a threat to take them to court, I saw that as him saying that he can prove we're spending the cap if he's pushed to do so. Same as when he invited people to come and see the books. He was being bullish.

Not even close to threading to take anybody to court, he just used it as a metaphor for how easily he could prove what were spending.
