Rule and Findlay just about sorted the deal - Sammut in on talks and should be done weekend - Phelps deal a little more involved but still possible

Due to the quota/non-fed rules I thought the prospect of signing both Sammut and Phelps had been ruled out.

The problem with the quota is the RFL made a sh*te attempt at explaining it and has thus confused everyone! Even the statement on how Rovers got Mason made things MORE confusing rather than less. Mason getting a Tongan passport was made out to sound like it made him exempt from the non-fed list which he isn't (and that was the whole point of the quota!).

If they'd have explained the pre-2008 exemptions that players have (such as Webster) and the double exemptions that pre-2008 passport holders have )like Vella, Fisher, Lovegrove and Newton have) then people might have understood how Mason was able to be signed.
