I just don't get the Phelps one. Surely we had enough money on the cap before Berrigan left to get him in for pre season. With him begging for a job on Twitter I would hardly see negotiations taking long.

I don't understand it either. He would be an improvement to our relativley sparce backs and provide sound cover at wing, centre and FB. He doesn't have a club and has SL experience.

Only thing I can think of is not wanting to commit to using the quota space up until all possibilities had been looked at?
