Fees don't count on the cap - only wages. Players could be sold for next season and fees used to generate the income needed to keep operating this season. In theory at least.
It was the wages I was reffering to. Just shedding wages isn't going to help the Bulls in the short term, they also need the revenue from transfer fees, but I'd imagine the clubs who can afford the fees cannot accommodate any new signings under this seasons cap.
Paying now for a player you'll get next season must be a huge gamble, if you cannot get that player under this seasons cap you cannot register him as your player yet. What if the Bulls are liquidated in the meantime? Your fee has gone but if you haven't registered him your player could be a free agent.
