This was introduced by the RL a while back. I think after the Bradford fiasco. As far as I can remember clubs are usually put in special measures if they have asked the rl for an advance on their Sky money or a short term loan. They are also placed there id f they delay players wages or the payment of shared gate receipts to other clubs, plus I think covering stuff up or none compliance with monitoring agreements when a club has loaned money from the RFL also puts them into special MEASURES.
It's a worrying development especially as has been said on here they have had fans investing in the club in good faith but the writing was on the wall when the deal for the ground with the council hit the buffers and they announced that they wouldn't be operating up to cap. The reduction in Sky income this season won't have helped either I feel for their fans but Adam said years ago at a fans forum when Londons case was raised that he couldn't see how a fans owned club could ever survive long term in super league. And although that is not totally the case here the financially fragile re-structuring of the club after KouKash left, when he 'left the club to the fans' was always a worry.
As has been said though quite how They are graded at the top of B by Img and then days later put under special measures by the RFL is baffling. Once again it seems one hand doesn't know what the other is doing. No doubt the RFL will come out with some convoluted explaination and all will be well ....until the next time!!
