I agree the chances of getting Crocker must be fading now, but would have thought Sam Moa would have applied later than Eastwood who's only just been rejected.

He wasn't.

He was rejected for a string of driving offences, all before his 21st birthday. I think it's fair to say that fails the 'reformed character' test rather spectacularly.

Crocker still has a chance if his subsequent good behaviour gets taken into account.

Its driving offences at the end of the day and not violence related no matter how long your string is !
Really cant see it now Im afraid.

They really seem to have clamped down hard on who they are letting in this fine country !

No they didn't. In fact he specifically said that they had no information whatsoever.

He did say that character references had been submitted. This does not mean that they were considered or taken into account.
