You make a very good point - the comparable situation (albeit without a fee) is Ratu, who "burst onto the scene" at Leeds and won awards there in 2009. Rovers chose to acquire him when they had Walker, Webster, Welham and Cockayne already for the centres. If Westerman makes as many appearances (5), and develops as little, as Ratu it will be a poor acquisition for sure.
