Until you are established as a team that are regularly winning trophies, the cap makes it a difficult proposition. You might be tempted to chuck Warrington at me and tbh I'd have to shrug and agree. Ignoring their precedent, developing your own players and having kids punching above their wage is the way to go. We don't have that yet and your production line seems to have stuttered slightly. Hull and Rovers are capable of winning a trophy (probably the CCup) with a fair wind, if they peak at the right moment. To do what Bradford and Saints, and then Leeds have done and what Wigan have maybe now started, it needs to be bottom up, IMO.
I don't think you lack ambition in the transfer market - I'm not even sure you lack success. It is a very competitive market is all.
