TS had made it clear that he has sole control over recruitment and retention. The reality is, if Satae wanted to stay he would’ve negotiated to get the contract he wanted here
My take on this for what its worth is that TS said when he came in and a few time since, that part of his job and focus is/was to get better value for the Cap that's being spent. If as has been alluded that the club offered Satae a reduced deal then I would imagine this would have been on the instructions of TS based on what he has seen at first hand in training etc.
Satae on his day is one of the top front rowers in SL going forward we'd all agree on that but if we are totally honest does he work hard enough plus he is very prone to defensive deficiencies which have hurt us. If TS put a value on Satae which seems likely when he spoke about the Satae situation then I'll back his judgement as his knowledge is far greater than mine.
We have almost all said for the past few seasons that if we are spending the full cap then its been mismanaged with over inflated deals, so we can't then criticise when the club are actively addressing the issues to rectify them. Yes it might mean we lose some players we'd rather not but if it improves the squad in the long term (which is what the aim is) then surely thats a good thing?
