It really depends on what you want to do with the site. If it is just for information purposes then it is easy to set up a basic but nice looking site.

If you are looking to sell things through a shopping cart then something like fusion or similar CMS systems would suit you better.
If you want professional looking you also need to get your own domain name rather than a cheap free site.

Fusion can look good, it all depends on what you are doing with a site. It is very hard to make any type of forum look professional or tidy.

If you want a simple blog style site: http://wordpress.org/ https://www.blogger.com Both will allow you to set up a site in a few mins, host it for you, and you can choose from various designs (themes).

Similar to the above I use Fasthosts. For about £5 a month they Host, allow you to build your own using easy to do templates and give you your own Emails linked tot he website.
