I see Richardson formally of Hull and the NRL has produced a paper which I think we have seen before. He suggests a top division of 10 clubs to automatically include St Helens, Wigan, Warrington and Leeds plus one from Hull. The other five should contain three from development areas like London, York and Newcastle plus two from France. The lower division will consist of 12 part time teams with no promotion or relegation for two years.

So, the game is on it's booty and he proposes dumping 6 full time clubs and replacing them with 4 Championship clubs, 2 of whom are at the wrong end of that division.

Unfortunately, he is not an idiot at all, he's just ill informed.

I'm sure looking from 10k miles away it looks like a plan. In reality its stupid and would not work.

Just like saying there should be 2 teams in Sydney with Canberra, Melbourne, 2 in Brisbane, New Zealand with Perth brought in alongside Adelaide and Fiji

It wouldn't surprise me if someone in authority will look to implement a diluted version of this crazy idea.
Time after time the RFLs taken the wrong short term options. The only part that should be given some thought is the promotion and relegation, in fact I would say over years not 2.
Lets wait and see he's set the cogs turning.

York was formed in 1868 and was admitted to the Northern Union in 1901. If the criteria for being a "development area" is historically not being very good, I propose Huyton too.

Sorry PT but the contradiction is in your statement, only an idiot would comment on a sport and a country that he is so poorly informed about.

I drive Ford cars, I can even fix them but I wouldn't be idiotic enough to propose how they design and build them, he's an idiot who wants a bit of attention.
