I'll tell you now the amount of things that fall under 'specialist' and thus cost a bomb in the construction industry is staggering, well it is to me!
To knock down and rebuild new turnstiles would imho cost at least 20 k if recent experience is anything to go bye.
I'm certain the figure I heard for decommissioning/dismantling/disposing of those old west terrace boxes was 50k and thats with nothing replacing them. It's frightening.
Put it another way, we'd have to tempt 50 people to become £500 shareholders to pay for that. I'm not sure that is what most of the new shareholders want to see their money spent on.
So sadly some things will have to wait, we need to be realistic here, the YC/Council cash can only go so far.
