Any clubs can use the pitch so long as there is a few weeks notice I think.

I read it as the agreement for community use as a condition of receiving £2m from the council.
The council have no direct involvement in running or maintaining the facilities and the club have first call on them for normal usage.
They need to be booked (online) and paid for (nonrefundable) at least 2 weeks in advance.
These are target hours and actual usage needs to reported annually.

These numbers for Club usage above represent the external commercial usage. They exclude the Club’s own “internal” usage relating to the following Club teams:
• First team
• Reserves
• Ladies
• Academy (U19)
• Scholarship (U17)
This usage is estimated to be currently 600 hours per annum rising to 800 post re-development.
The Club also anticipates rental income from the hire of the conference facilities and dance studio on non-match days amounting to around 1,000 hours per annum.
