Nah a borehole would be a smallish diameter (<3m) hole deep into the ground. This is shallow and vast in area. It looks like the base of something like the below
I seem to recall a requirement of planning application for a (can’t remember technical name), large tank to retain drain water in order to slow down large volumes of water rushing through the sewers/drains. I’m sure someone on here will know the technical terms.

Attenuation Tank. Contains the surface water run off and holds it back in the tank and releases it at a slower rate.
