I only saw it once and was only looking to see if the ball crossed the line.
I didn't think the ball crossed the line when I saw it.
The way you describe it Hoy could have thought a goal was going to be scored and automatically reacted to give the goal. Then the ball is stopped on the line, he feels a goal hasn't been scored but rightly checks to see if his lino thinks otherwise. The lino says he was unsighted so he goes back to his original position that no goal has been scored.
I've just watched the incident again on a net highlights site. I don't think the ball crossed the line. From the replay on that site I'd say there's no evidence of handball and no evidence that Hoy was going to give the goal.
I think Hoy made the right decision.
