Similar to the football leagues imo.

Invariably the promoted side has to spend a boatload of cash on new players in the forlorn hope of competing at the top level. Invariably they are immediately relegated, the coach sacked and the best players desert a sinking ship.

Back to square one or worse. C'est la vie.

2003 world cup cost about 130million. if we dont get it in 2019 . it will be 2 decades between cups
