They aren't the only ones who do it, but they are the leading proponents of it.
Only seen a clip of it from youtube, but it seemed that while it was in front of the United supporters, the players also went down to the end of their support so that they'd be right next to the Citeh supporters too.

To identify the culprits, arrest them, take them to court, ban them from football grounds for life.
But seeing as players know there will always be total idiots in the crowd who will be pushed over the edge into throwing coins, they shouldn't be inciting them. For the first two goals Rooney clearly went towards the Citeh fans.
Dealing with the coin throwing idiots is part of the job for stewards and cops. But they shouldn't have to deal with protecting stupid players who want to rub it in the faces of fans after they score. If Rooney wants to slide on his knees towards Citeh fans then the stewards should step aside if a few Citeh fans want to show him how stupid he's being.
