The best British player right now is Welsh. The best British player ever is Irish. England have rarely produced any real quality and never will. The best managers have been Scottish, the best British manager right now is Irish and has 3 years experience as a PL manager.
Uruguay is a country of 3 million people. Hardly any of their players play in Uruguay. Cavani and Suarez have just over 50 pro games in Uruguay combined. They then came to Europe, played in different leagues with different languages and proved their quality.
Putting in quotas for English players in the PL is just giving them positions that they aren't good enough to earn themselves. Making the PL worse isn't going to make England better.
Back when Division One was mainly British England weren't any good then either. And clubs like Liverpool filled their team with Scots and Irish and dominated the league. Right now we're not interested in Scottish players because foreign players are so superior.
Having a fantastic PL where players earn astronomical sums should be enough incentive for English players to work on their game and earn the right to play in it. They shouldn't be given the position just because they were born here.
