I see Ted Dibiase, Dolph Ziggler and maybe the Miz as the three most likely to take the next step at the moment.

The Miz has hit the glass celing. When he had that thing with Cena a few months back he had a great chance to raise his status to a level approaching Jericho/Edge. However, as he got squashed that never happend. Same thing has happend with Kingston. These guys have been built to a point that they're suddenly credible threats to certain people's spots and boom, squash city
