No, the top clubs would never accept a cap unless it applied across Europe. Hence it would be down to UEFA rather than the Premier League to devise a cap. And whilst Platini & Co are very good at talking about principles they are hopeless at practical implementation.

Add in the fact that IIRC domestic club competitions fall under the jurisdiction of the national FAs and neither FIFA nor UEFA have any powers to implement administrative changes from outside...

But if UEFA say that their competitions are only open to fiscally responsible clubs, then you'll soon see a change in attitude. Think it's 2012 when this all comes in.
