It's up to the referee to add on that time as he will have done in this incident. Of course it goes on, but for their ballboy to be bragging about it on Twitter before he goes to the game, it's clearly something they're proud of and regularly encourage. Now, if you're a fan and you're forking out £30+, how does it make you feel seeing things like that? You're right, 'keepers wasting time are a disgrace as well. VDS used to do it every week for United and I wanted to see somebody kick the sh*t out of him as well.
As for the kid, isn't he 17 and it serves him right for acting a complete tw*t trying to influence a result he isn't there to influence. The kid should have chucked it straight to Hazard, for him to turn, flop onto the ball and then persist with milking it for as much as he could, a slight graze from Hazard's laces won't do him any harm. It seems to me Hazard got more of the ball than the 'kid'. IMO, Hazard should have given him the Pepe treatment.
BTW, referees don't add anywhere near enough time on compared to what gets wasted. As I said, VDS used to waste a good minute for every goal kick when United were winning, yet I don't recall referees ever clocking it with additional time.
