A few seasons ago Chelsea had a pitch that looked more like a cross between a ploughed field and a beach and played on it for a large part of the season. The Premier League weren't bothered. The Premier League is controlled and driven by the clubs in it, particularly the bigger clubs. I think that this proposal has more to do with finding a way to get rid of clubs like Latics and Hull City from the PL. By creating such a ruling the PL cubs will have a way of expelling clubs such as Latics who do not put as much into their coffers as more well supported clubs would. The football league used facilities as a reason to prevent clubs that won the conference from entering the football league. The PL which is a big clique will look to such a ruling as a way of getting rid of clubs like Latics that despite their poor support seem able each year to do enough to avoid relegation and are thus able to stay in the PL under the current conditions.
