I know plenty of non-league football clubs doing that sort of thing via volunteers or people earning token money in an attempt to make their name and get picked up by a bigger club (it's a hugely competitive field)
I would have thought doing that for a step two club in a national(ish) sport would appeal to many unless the restrictions around Sky rights etc are too onerous. (A Northern Premier League I used to watch recently lost their media team due to them getting fed up of league demands they had to provide the highlights to the league Saturday evening, give them 24 hours exclusivity etc. It got too demanding so theywalked.)
