I think that this is an ideal situation for the Governments Opposition to get involved.
The Labour party have the ideal candidate for the job who would slot right in to the RFL.
Diane Abbott has to be perfect, she is made for it and her numerate skills would come in really handy.

If as seems to be the current plan that all covid restrictions will be lifted on 21st June, fingers crossed, will the RFL make the 5 clubs (i think) that are due to play in Toulouse after that date do so? Or will they find an excuse not to?

As others have said elsewhere. The operational Rules make it clear that we were in breach and we will in all probability receive a fine as well as a (fortuitous) -24 number on our +/-
As for Covid and lifting restrictions. This pandemic hasn't even got to the half way stage globally. What is happening now in India is going to happen in Africa next....Anyone who is thinking of travelling anywhere outside of their own country for anything other than "vital" needs, should really think again.

Other Countries are months behind the UK. But the new rules will be testing everyday. No requirement for 10 day isolation from the UK.

While what you say may be correct, that does not address the issue. France will not be on the Green list on 17th May but may well be on 21st June. Or the Government might say business travel is allowed without isolation on return just testing. In those circumstances, those 5 clubs would be obliged to travel to Toulouse or face the same 24-0 result & fine. Unless of course the RFL fiddle things to the benefit of p/t clubs.

If the RFL were interested in making it a level playing field, Toulouse should be awarded a 24-0 wins against all the non travelling p/t teams just not the fine.

It's just a shame Broncos made such a pigs ear of dealing with this before the season started then when they refused to go. But don't they always?
