Aparently it's not the not the elite squad, its(this may be wrong as i've only skim read the article in the LE) something to do with WADA regs and these are lucky people who have to let WADA know where they are 365 days a year.

it is the elite squad as i read it, but i think it is also a token list for doping commitments that all proffesional sports bodies have to adhear to.
