Firstly the north west has a lack of aquifers (natural underground stores of water) and lots of reservoirs this means water in wet months cant be stored very well as they have small capacities and evaporation is high in the summer months.
There is a long history of drought before 'new labour' came to power just lookup 1976 summer for an example
This country needs to learn how to aquire and store water more effectively, country's like Italy, Greece, Morrocco and Turkey dont have these problems even though they recieve hardly any rainfall in summer and have extended dry periods that can last 6 months
