Where a transfer is to take place pursuant to Operational Rule C1:3:16 above and the two Clubs are unable to reach agreement then the following scale of payments shall apply:
A sum equivalent to the sum of £115 per week of training and education invested in the Player and a further lump sum of £5,000 if the Player attains a salary of £25,000 per annum or more with the new Club.
So, if Sneyd has been at Salford for 5 years in total (?), he would be worth about £35k.

So basically Salford or any other club could take their pick of Superleague's elite young players, offer them big money get them to put in a transfer request and then pay just 20-30K in compensation to their club. What you waiting for Doc? Make cutbacks on the youth system and put the savings into poaching the best young players that other clubs have worked hard over a few years developing.
Joe Burgess and Liam Sutcliffe would be an absolute bargain for about 40K
