If you lived in Salford for many years, then you ought to know it isn't in Manchester. But, even if we ignore your inability to recognise geographical boundaries, your argument is still a crock of 5h1te. Who should have got a franchise in Salford's place? Widnes - a club that's had three owners in as many years and who bankrupted themselves just 12 months ago? Leigh - a club who have spent one solitary season in SL and who delaminated at the end of it?
The Willows is a bit of a dump. But so are Knowsley Road, Wheldon Road, Craven Park and - worst of all - Belle Vue. The state of the stadium was only one criterion by which teams were judged. Salford did reasonably well on most of the others (such as on field performance - did you know Salford have spent nearly as many years in SL as all the other non-SL applicants put together?) and were awarded a franchise on merit, not because of some RL conspiracy to keep 'big' clubs like Leigh out.
