From what I can see in the RFL Operational Rules, there are two potential issues here.
One is whether or not there has been a salary cap breach. If this cannot be proved, then the club cannot receive the sanctions specified in this regard, including the main threat of a points deduction of up to 20 points.
The other is misconduct or bringing the game into disrepute. There is a clause in the Salary Cap Regulations document around requests for clarification. If the RFL feel that this has not been satisfied or there were obstructions made, then it appears the RFL can instigate misconduct proceedings. The sanctions here appear fine-based and the suspension of the people charged rather than the club.
