Well in line with how the SL clubs tend to work, argue in private and agree in public then it may well be you are right when the "final vote" is taken that it will be 11-0.....but
I have the cuttings from the vote for Blake Solly's brave new world of the last SKY deal and the major changes to the league set up. Martyn Sadler stated the vote was a narrow 7-6 for it. Of the 14 SL clubs 13 voted, with Catalans abstaining due to their "guest status".
Once the vote was won they discussed the matter a bit further, then voted again and the vote was 10-1. Again Les Catalans abstained as guests BUT Marwan Koukash decided to break protocol and still vote against the deal. So if effectively if in private the TWP vote has been split then they will want to show a unanimous and we are all in harmony face to the public.
But who knows if Gledhill is right, four clubs are quoted as over our dead bodies doesn't mean the other clubs are 100% for it.........
