The measure of success was to indeed bring Canadians into the player pool (and Canadian TV into the TV deal pot).

Once that didn't happen and is unlikely to ever happen, the measure of success slowly morphed into winning an SL place

Once in place in SL as the defeats pile up the measure of success will again morph into "winning a couple of games"

My measure of the venture is to look at what TWP's promotion to SL has brought us, and then to look at what the relegation of the London Broncos has lost us.......
