Why so?

If people want to buy 2 kits, let them - I can pretty much guarantee that the club heavies won't be rounding up fans and forcing them to buy both.

Adults can make their own decisions about how many kits they can purchase or not and they should not be nannied by the RFL or anybody else.

Why would the governing body of a cash-strapped sport be limiting the number of legitimate income streams available to clubs?
