Yup very simple, if that was how they want the tickets sold.
The RFL may want a few more blocks open at 60-70% occupancy rather than a few less but every ticket sold.
RFL ticket policy used to be that if a seat had in any way a limited view of the whole field of play they either didn't sell it or if there was a huge demand for tickets they would be sold last.
