I think really it has to do with how the fixtures fall and you also have to consider teams chances and hopes for the season as well as form. For example Saints got 600 less this week at home vs Hull than they did vs Hull KR in 2009. But then Saints started 2009 with wins over Wire and Hudds, in 2013 they got smashed by Hudds and limped past Widnes.

Since we've gone back to 14 teams then 2009's Round 2 was the lowest attended, yet 2009 also had the highest Round 3 total. This years Round 2 might not have beaten last years but it was still comfortably higher than 2009-2011.

Total attendance in 2013 = 64,387 (Avg: 9,198)
Total attendance for same fixtures in 2012 = 63,376 (Avg: 9,054)
% increase = +1.59%

Round 2 Fixtures
Total attendance in 2013 = 69,809 (Avg: 9,973)
Total attendance for same fixtures in 2012 = 71,989 (Avg: 10,284)
% decrease = -3.03%

Round 3 Fixtures
Total attendance in 2013 = 58,711 (Avg: 8,387)
Total attendance for same fixtures in 2012 = 71,246 (Avg: 10,178)
% decrease = -17.59%

Rounds 1 to 3 Fixtures
Total attendance in 2013 = 192,907 (Avg: 9,186)
Total attendance for same fixtures in 2012 = 206,611 (Avg: 9,839)
% decrease = -6.63%

On more positive news, tickets look to be selling very well for the WC. Think it could be a success.

In the other 18 matches played so far the total attendance is at....

2013 = 174,482

Same fixtures in.....

2012 = 191,346
2011 = 175,823
2010 = 173,939
2009 = 166,897

So really 2013 isn't doing bad at all, turns out 2012 was just really good. When you consider the other years will have had games that benefitted from better weather too.

Of the 18 games, 5 have gotten their lowest attendance in those 5 years in 2013.....

Hudds vs Wigan - Hardly surprising as it was moved forward a day late on and only narrowly lowest.
Leeds vs Salford - The bottom club who are going to struggle massively against a club 1 week away from a WCC.
Salford vs Wigan - Again, Salford are going to struggle this year, hardly surprising.
London vs Wakefield - We've all been through London's troubles before on here.
Bradford vs Castleford - It was on tv, also a strange jump in figures for that particular game

You forgot to mention the decrease on SL Fulltime by circa 50k on SS4 too.
